DULLES, Va. — On August 19, 2026, the Metropolitan Washington Airports Authority board voted unanimously to approve an additional $15.5 billion for a multiyear overhaul of Washington Dulles International Airport.
Combined with $4.4 billion previously authorized, the five-part construction program is expected to cost approximately $19.9 billion.
The plan includes $6.2 billion to renovate and expand the terminal and Concourses A and B; $3.75 billion to extend the AeroTrain and construct passenger and baggage tunnels; $4 billion to complete Concourses E and F; and $3.7 billion to build Concourses G and H.
An additional $2.26 billion would be used to demolish Concourses C and D and eventually construct a regional concourse.
The authority expects to finance approximately $14.2 billion through bonds, $1.1 billion through passenger facility charges and $150 million through grants.
Some construction could continue through 2039.
