Fake Call to Police Leads to Real Arrest

Carl Samuel Wasser (Rappahannock Regional Jail)

STAFFORD, Va. – A 44-year-old man who reported a fake incident outside of a jail was rewarded with his own stay at the jail.

According to a media release from the Stafford County Sheriff’s Office (SCSO), the incident occurred January 5, 2025.

At approximately 10:05 p.m., a SCSO deputy responded to a cell phone call advising that someone was dead in front of the Rappahannock Regional Jail.

The male caller further advised that he’d heard a gunshot and there was blood all over the ground. The caller then immediately hung up.

Moments later, the deputy was on-scene at the Richmond Highway jail location. There was no body, and no signs of an incident having occurred.

The deputy made contact with the jail officer who indicated that he’d also just received a strange phone call. A male individual had called, seemingly just to curse at him and call him “vulgar names.”

The deputy noticed that the phone number from the original call and the one that called the jail were the same. On a hunch, he reviewed booking cards from the jail and connected the phone number to a suspect who was recently arrested.

SCSO deputies located the subject at the Wicomico Drive Super 8 and took him into custody.

Online records identify the man as Carl Samuel Wasser (no fixed address).

Wasser was previously charged with public intoxication and released on his own recognizance. For the January 5 incidents, he was charged with using obscene language over the phone and making a false police report. He is currently being held without bond.
