
STAFFORD, Va. — A local man earned his fourth DUI charge after being found passed out behind the wheel while his car was in the road.
According to a media statement from the Stafford County Sheriff’s Office (SCSO), the incident occurred September 14, 2025.
At approximately 6:51 a.m., a SCSO deputy responded to the area of Courthouse Road and the I-95 overpass for reports of an unconscious driver.
It was advised that a Chevrolet was sitting unmoved through multiple green lights. The vehicle still had not moved by the time the deputy arrived.
The driver was fully reclined in his seat while asleep. The vehicle was in “drive” with nothing stopping it from rolling other than the driver’s foot on the brake. An open container was observed in plain view.
The driver was identified as Arthur Bailey.
Bailey, 47, had signs of intoxication and a revoked license due to a prior DUI.
It was also discovered Bailey had three prior DUI convictions, two of which were within the last ten years.
Bailey was charged with driving under the influence third offense within ten years, drinking while driving, driving while revoked, and stopping on a highway.
He was held at Rappahannock Regional Jail without bond.
