
SPOTSYLVANIA COUNTY, Va. — A welfare check led to two arrests Sunday morning after deputies discovered suspected narcotics in a parked vehicle on Mudd Tavern Road, according to the Spotsylvania County Sheriff’s Office.
Deputies responded to the 5100 block of Mudd Tavern Road around 9:48 a.m. on Nov. 2, 2025, after a concerned citizen reported that a vehicle had been parked in the area for an extended time and requested a welfare check.
When deputies arrived, they found two people inside the vehicle. While speaking with them, deputies saw suspected narcotics in plain view, the sheriff’s office said.
As deputies attempted to detain the driver, Andre Smith, 35, of Caroline County, he resisted and struck two deputies in the head. Deputies were able to bring Smith to the ground and take him into custody. The passenger, Kierstin Miller, 34, also of Caroline County, was arrested without incident.
Following the investigation, Smith was charged with possession with intent to distribute a Schedule I or II narcotic, possession of a Schedule I or II narcotic, two counts of felony assault on law enforcement, and obstruction of justice.
Miller was charged with possession of a Schedule I or II narcotic.
The sheriff’s office commended the citizen who called in the report, saying their alertness “directly resulted in the removal of dangerous drugs and a drug dealer from our community.”
