
STAFFORD COUNTY, Va. — Local deputies have arrested a man in connection with a fatal shooting Tuesday morning.
According to the Stafford County Sheriff’s Office (SCSO), the incident occurred October 21, 2025.
At approximately 10:21 a.m., SCSO deputies responded to the 600 block of Mountain View Road.
A caller reported hearing gunshots over an open phone call with a co-worker who was at the location to perform work.
The caller said contact with the co-worker was lost after the shots were heard.
When deputies arrived, they found an adult male lying unresponsive in the driveway.
Unsure of the shooter’s location, deputies established a perimeter and observed movement inside the residence.
After a brief standoff, the suspect was detained without incident.
The victim, identified as Michael Dodge II, 35, of Caroline County, was pronounced dead at the scene.
Investigators confirmed Dodge was on the property performing work for a mortgage company.
The suspect, Donald Thomas, 64, of Stafford, was arrested and charged with first-degree murder and unlawfully shooting or wounding in the commission of a felony.
Thomas is being held at the Rappahannock Regional Jail without bond.
