
STAFFORD COUNTY, Va. — A 23-year-old New York man is behind bars after deputies foiled a credit card fraud scheme that stretched across multiple Wawa stores.
According to a media statement from the Stafford County Sheriff’s Office (SCSO), deputies responded to a report of credit card fraud on August 24 at 9:14 p.m.
A California resident claimrd that their credit card had been used without consent at the Wawa located at 105 Garrisonville Road, in Staffotd.
A SCSO deputy investigated and discovered 11 unauthorized transactions at the store.
Surveillance cameras provided a clear description of the suspect and his black Nissan parked behind the business.
Deputies canvassed other Wawa locations and soon linked the same suspect to another fraudulent purchase at the Wawa on Austin Park Drive, as well as an attempted—though unsuccessful—transaction at the Wonder Road location.

Anticipating the suspect’s next move, a SCSO deputy waited at the Wawa on Richmond Highway.
Moments later, the black Nissan pulled into the lot. Deputies confirmed the driver matched the suspect captured on video and detained him on the spot.
The suspect, identified as Caiteng Li, 23, of New York, was found with money orders, Wawa receipts, and suspected controlled substances. He was also driving without a valid license.
Li now faces 67 charges, including 13 counts each of credit card theft, credit card fraud, fraudulently receiving goods, identity theft with intent to defraud, and obtaining money by false pretenses.
He was also charged with possession of controlled substances and driving without a license.
Li was booked at Rappahannock Regional Jail and is being held without bond.
