Second Arrest Made in September 2024 Murder Case

CULPEPER, Va. – Authorities have arrested a second subject in connection with a September, 2024 murder of a Boston man.

According to a Culpeper Police Department (CPD) media release, at approximately 3:34 a.m. on September 25, the Culpeper County 911 Center received a call reporting a shooting with injury in the 1000-block of Virginia Avenue.

CPD officers and Culpeper County Sheriff’s Office (CCSO) deputies responded and discovered an adult male victim suffering from a life-threatening gunshot injury.

Emergency Medical Services (EMS) arrived shortly after and transported the 25-year-old male victim to UVA Health Culpeper Medical Center, where he was later pronounced dead by medical staff.

The victim was identified as Noah C. Campbell, of Boston, VA.

On October 4, the CPD obtained arrest warrants for a Jayden Eugene Penn, for one count of felony First Degree Murder and one count of felony Use of a Firearm in Commission of a Felony.

Penn, 18, also had an unrelated outstanding felony warrant through the Rappahannock County Sheriff’s Office. At the time, Penn’s whereabouts were unknown. He was considered armed and dangerous.

After nearly a month of investigation, Culpeper Police Department successfully apprehended Jayden E. Penn on October 28, 2024, and charged him with First-Degree Murder and Use of a Firearm in Commission of a Felony.

In addition to the murder charges, Penn was also served with an outstanding felony warrant from the Rappahannock County Sheriff’s Office. Following his arrest, Penn was held without bond at the Culpeper County Jail.

The Culpeper Police Department, in partnership with Culpeper Crime Solvers, continued to offer a reward of up to $10,000 for information leading to the arrest and prosecution of all individuals involved in the murder of Noah Campbell.

On March 20, the CPD made a second arrest in connection with Campbell’s murder.

With assistance from the U.S. Marshals, Malik X.J. Towler, of Culpeper, was arrested and charged with First-Degree Murder, Use of a Firearm in Commission of a Felony, Robbery Resulting in Death, and Wearing a Mask in Certain Places.

Towler, 23, was brought before a magistrate, who ordered him held without bond at the Culpeper County Jail.

The Culpeper Police Department continues to pursue leads in the case.

In collaboration with Culpeper Crime Solvers, the department is offering a reward of up to $10,000 for information that leads to the arrest and prosecution of all individuals involved in Campbell’s murder.

This case remains active and under investigation, with additional charges potentially being filed as authorities continue their work.
